Rebedding Chainplates

I am the proud new owner of "Jersey Girl", a 1996 Olson 911 S, previously owned by Klaus Schaefer. The survey noted elevated moisture at the chainplates and it was recommended that they be re-bedded. The starboard side was like text book, but the port side is, and continues to be a real pain. The key problem is that I can't get the bolts out - they won't move. I have tried heat and a 3 pound hammer with a punch to move try get them out - but no success. I effectively gave up and tightened the bolts and applied marine silicone on the topside. However, now the port side is leaking. Any advice on how to tackle this problem?
