Bob, as you may know, we use our no. 2 headsail designed by Quantum and it
is cut a bit differently than the old UK sail I had before. This sail is
well scalloped at the roach and probably measures nearly at 140%, but it has
a low clew. I believe it is the best sail for me between 10 to 16 knots
true wind. It was designed to be used at a lower wind speed than UK and
provide a wider range for which it is optimum before switching down to the
#3 or up to the #1.

knots true breeze you're talking maybe 23 or 24 apparent upwind, and I would
be on my ear with anything bigger than a number 3, even with a crew of 8.
I've found that my Ericson built boat likes to be sailed very flat, and I
don't find feathering the sail as quick as downshifting to a smaller
headsail. Are you reefing with the larger headsail? Maybe that's the
difference, since out here on the left coast we never, ever seem to reef the
main.
