I mirror Jack Esterday's opinion very much in terms of spinnaker construction.
However...the issue here is clearly to do a better job of defining "SMG" in the Constitution. We have run into this problem many times down here, and determined that interpretation of SMG as "max girth" rather than "mid girth" is split 50/50 among our local lofts, and we would have had to DSQ at least half the kites in every regatta involved.
If you want to do something, simply define "SMG" and eliminate the ambiguity. This doesn't have to be a big deal...write it, pass it, live by it, or forget it!
