The constitution is silent regarding replacing the original rudder with a rudder of the same shape as the original. It does state "the rudder shall not be modified". It states explicitly as for the redesigned rudder, "as long as the rudder and shaft weigh no less then 30 pounds". "Modified"=
in this case would appear to include weight.
With our technology today, a better rudder could be made that weights 10 - 12 pounds. I have though about making one many times, but in studing the constitution, have concluded that the rudder is required to weigh at least 30 pounds. There would be a ever slight advantage to making a 10 pound rudder and then placing 20 pounds of lead at the waterline making the top and bottom of the rudder lighter with the weight centered at the waterline. I believe this rudder would comply with the constitution= .
