Stevan, I received the same info as Wayne, via STYC. There was nothing about "certain sails only."
Given that I no longer actively race (Shaw Island Classic excepted) and keep our boat on Lopez Island, I'd drop my membership in PHRF rather than cover what is for me an absurdly time-consuming commitment, stripping heavy sails off a 44-foot boat with roller furling, schlepping them back to the mainland, dropping them at a loft, and then reversing the process. I have remained a PHRF member up to now because I believe in supporting the local racing community of which I was once an active part.

As I understand it, the remeasurements are only required if you have sails with dramatic roach curvature: e.g. fat head mains or jibs with positive roach curvature. Those types of sails have been providing certain boats with unmeasured sail area and this is an attempt to capture that information.
There have been several clarifying messages about this subject from the handicappers. Doesn't seem like a big deal to me.

Tracking is not beyond the capabilities of our system in the computer age! I call on the Officers and Handicappers of PHRF to publish the reasons and expected improved handicaping results for the Sport's PHRF Boating members. I also request that PHRF leaders open a one year Public debate of the advantages and disadvantages of the new proposed system. After one year let the registered Members od PHRF VOTE on the proposed change.

A quick note to let you know that there is a new PHRF protocol regarding sail measurement effective January 1, 2007. And all the info I've heard says that even if you have a valid One-Design or a current PHRF certificate, you still need to take your individual sails in to be measured and get a new certificate. Otherwise, you won't be scored!
CYC and some of the local sail lofts are going to make this easier by holding a sail measurement day at CYC Shilshole. The date is presently scheduled to be January 20 and the hours are being finalized depending on the level of participation. Currently it is scheduled to start at 10 am and run into the afternoon. (Presently this is for CYC members only.)
